SolarWinds Platform Centralized Upgrade says you are up to date when newer software is available

When running Centralized Upgrade from the SolarWinds Platform Web Console, knowing newer software is available, the SolarWinds Platform Web console says it is Up-To-Date.

Overview

When trying to run a Centralized Upgrade in the SolarWinds Platform Web Console, the webpage says everything is up to date even though newer software is available.

Cause

HTTPS access to downloads.solarwinds.com is blocked.

Resolution

Either allow downloads from downloads.solarwinds.com, or *.solarwinds.com, or download the offline installer and run it in an RDP desktop on the SolarWinds Platform server.
