"Error starting gRPC call" error in Configuration Wizard when using Azure database in SolarWinds Platform 2024.4 and below

Overview

When running the Configuration Wizard where SolarWinds Platform is using Microsoft Azure database (DB), the wizard fails with the following error message:

Status(StatusCode="Unavailable", Detail="Error starting gRPC call. HttpRequestException: An error occurred while sending the request. WebException: Unable to connect to the remote server SocketException: No connection could be made because the target machine actively refused it 127.0.0.1:17732", DebugException="System.Net.Http.HttpRequestException: An error occurred while sending the request.") ---> System.Net.Http.HttpRequestException: An error occurred while sending the request. ---> System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it 127.0.0.1:17732

Cause

This issue occurs due to missing dependencies, causing the Configuration Wizard to fail.

Resolution

A permanent fix for this issue has been implemented in SolarWinds Platform 2025.1. Please consider upgrading your environment.

If you cannot upgrade, Use a SQL account in the Configuration Wizard as a workaround.
