Resolution

1. Open Services.msc as administrator

2. Stop the Cattools service

3. While Cattools service is stopped run Cattools manager

4. Once the Cattools manager is open, notice the interface is empty click on Interface > Panes > Restore to default layout

5. After restoring the interface try to start the service again from Manage > Start the Cattools Service

6. Cattools should be working again moving forward.
