Verify Query Optimizer Fixes value (Orion Database health)

Overview
Enabling Query Optimizer is recommended by SolarWinds developers for a more reliable database experience. Please note this option is only available in SQL Server 2016 and later versions. You will also be presented with the below notice in Deployment Health or in Active Diagnostics.

There are two ways to implement the changes.
GUI method:
1. Run SQL Server Management Studio (SSMS)
2. Once connected, expand Databases
3. Right-click the main Orion database and go to Properties
4. Select Options
5. Change Query Optimizer Fixes to ON and hit the OK button
SQL query method:
If the SQL user has sufficient permissions, the below query can be executed through the Orion Database Manager or SQL Server Management Studio (SSMS).
