Cause
Users Need Administrator Rights to be able to add values to a Custom Property in Orion even if they are in a group.

Resolution
Give the users Administrator Rights via Settings > All Settings > Manage Accounts using an Administrator account.
If users need the requirement while in a group to add new properties to Orion then you will need to apply Administrator Rights to those users.
