Cause

When the dll is downloaded from a browser and then replaced in Windows Explorer through copy and paste, the dll becomes blocked.

Resolution

  1. Navigate to Program Files (x86)\SolarWinds\Orion\UDT\SolarWinds.UDT.BusinessLayer.dll.
  2. Right-click the Solarwinds.UDT.BusinessLayer.dll file and select Properties.
  3. Open the Security option in the General tab. If you see a message that the file might be blocked, click the Unblock button.
  4. Restart the SolarWinds services using the SolarWinds Platform Service Manager.

If the solution above didn't work, then follow the steps below (encountered after upgrading to UDT version 2019.4):

  1. Stop all the SolarWinds services.
  2. Navigate to Program Files (x86)\SolarWinds\Orion\UDT.
  3. Sort the files by Date modified.
  4. Cut all the files before year 2019.
  5. Start the SolarWinds services.

If these actions don't resolve the issue, restart the Orion Module Engine and confirm the UDT Business Layer Plugin starts successfully in: C:\ProgramData\Solarwinds\Logs\Orion\BusinessLayerHost.log
