This article explains why using telnet to test an SNMP port connection will not work and how to correctly test the connection.

Cause

The telnet to SNMP port (port 161 or 2055) will not work because it uses a one-way/no-response UDP protocol.

For telnet to function correctly, it needs a two-way/query-response protocol (such as TCP).

Resolution

To test the SNMP port connection, you will need Microsoft PortQry. This tool determines if the port is listening. This tool also provides additional functionality, depending on the command you use.
