Known issue.

Resolution

Verify with wireshark that syslog is coming through 1468.
Go to AdvancedConfiguration/Global.aspx.
Find TCPListenPort within SyslogService.SyslogSettings section.
Type 0 to disable TCP listening, or use another port.
Restart the service.
