Overview
Serv-U administrators have three different privileges, System Administrator, Domain Administrator and Group Administrator.
Serv-U administrators can edit the home directory or virtual paths of user accounts but their access to folders will be limited to the administrator's own home directory.

Resolution
Make sure that the home directory and directory access path of the Serv-U administrator is one folder above the folder path they are trying to access.
Sample scenario:
The Serv-U administrator wants to assign the home directory path "D:\FTP\User\JoeSmith" to one Serv-U account.
Serv-U administrator is not able to access this path through the HTTP console
Make sure that the Serv-U Administrator home directory and directory access path is "D:\FTP\User"
Ideally, the Serv-U Administrator should have access to the root FTP folder, which in case of the scenario above, should be "D:\FTP"
It is also beneficial if the 'Lock user in home directory' box is unchecked for the Serv-U administrator account
