SNMPv3 not working with ESXi host

Resolve issuer where SNMPv3 is not working with ESXi host.

Overview

When trying to setup SNMPv3 on on ESXi host you will see the following meesage in Wireshark when filter this out for traffic over udp 161 for a specific host:

Cause

This issue occurs due to the boot and time values, which are part of the SNMPv3 protocol security feature, do not get updated properly.  The management application refuses to process responses if the boot and time values are incorrect. The SNMP agent on the ESXi refuses to process responses in such a situation.

Resolution
