According to Microsoft exclusive updates are defined as: "Exclusive Handling Required: Specifies whether the software update must be installed independent of other updates."
This question was also answered in a Technet article response from Lawrence Garvin.
SolarWinds mentions the exclusive updates in our article regarding exclusive update failures as well: Patch Manager Update Management task fails due to an exclusive update
Below is a screenshot of an exclusive update from our test lab for review that comes up when viewing these updates within the WSUS and shows: "Must be installed exclusively:" and is tagged with "Yes"
Patch Manager is unable to bypass this because these settings are specifically related to Microsoft Update packages which contain proprietary rule sets.
Patch Manager does not and cannot legally modify Microsoft Packages.
Though we may agree that it would be great to be able to avoid these updates being installed individually, we are not able to modify them to accomplish this.
This is a question that you should pose to Microsoft.
