Both Notepad++ and 7-Zip display a No Valid Digital Signature warning in Patch Manager after download.

The packages are able to be published and installed without an issue.

SolarWinds does not have control over whether third-party packages are signed. It is the responsibility of the package creators to sign the software package.

7-Zip has never signed their packages (content provided by 7-Zip, available at https://www.7-zip.org/, obtained on April 8, 2019).
Notepad++ recently had the digital cert expire. This is discussed on the Notepad ++ webpage
