Patch Manager error displays when approving metadata-only packages for deployment

Overview

When you try to approve metadata-only packages for deployment, Patch Manager fails and displays the following errors:

Failed to configure approval state to Install for update.

Cannot create and install deployment to an update that does not support install. The transaction ended in the trigger.

Cause

This is normal behavior for metadata-only packages. Metadata-only packages do not have content, which generates installation issues.

Resolution

Download the package from the third-party website.
Publish the third-party package using the package, not the metadata-only package.
