Patch Manager SQL Install Failed - Unknown error (0x851a0013) - Password doesn't meet password requirements

When installing Patch Manager and having it perform the SQL Express install, you may get Unknown error (0x851a0013) depending on your Group Policy settings.

This article provides information about what to do when you try to install Patch Manager and your Express Database install fails with an error 0x851a0013: Password doesn't meet password requirements.

Cause

"Minimum password length" and "Password must meet complexity requirements" security policies applied too strictly for our install of SQL Express

Resolution

Configuration Wizard Error: The configuration wizard has failed.

Microsoft SQL Server Express installation failed. Details: Unknown Error (0x851a0013)

Internal Error (Located in C:\Program Files\Microsoft SQL Server\100\Setup Bootstrap\Log\Summary.txt): The specified sa password does not meet strong password requirements.

If the server is joined to a domain:

Go to Administrative Tools / Domain Security Policy :: Security Settings | Account Policies | Password Policy.
Ensure "Minimum password length" and "Password must meet complexity requirements" are set to "Not Defined" state.

If the server is not joined to a domain:

Go to Administrative Tools / Local Security Policy :: Security Settings | Account Policies | Password Policy.
Turn "Minimum password length" to zero and "Password must meet complexity requirements" to "Disable."

This only needs to be disabled long enough for the install to complete. From there you can change the SA password to meet your complexity requirements. It is also possible to setup your own SQL Express or Full Microsoft SQL instance and then provide an account with SA permissions to Patch Manager during the installing using the Advanced Install option.
