Patch Manager- Client Components can not be removed or updated causing high network utilization.

Group policy is blocking admin permissions to upgrade and uninstall client components.

Overview

Group policy is blocking Administrator permissions for all users and the following error is posted .

There is also a condition of high network usage from the older agent or client components to the Patch Manager Primary Application Server when this problem exists.

Cause

Group Policy is removing administrator rights from administrator accounts.
Open the Local Security Policy(From run, enter Secpol.msc)
The following setting is set in the local security policy to either Enabled or Not Defined.

Resolution

The following setting Local Security Policy needs to be changed to disabled (This requires a reboot of the affected machine):

The ability to uninstall and upgrade Patch Manager Client Components is restored.
