When attempting to use SNMPv3 to discover more than two Cisco devices, ICMP is used instead.

Resolution

This is a known issue that is tracked by Cisco as CSCub61401. In short, a defect in certain Cisco devices forces the occupation of all available SNMP threads. In this case, the defective device is not detected as SNMP-enabled, and ICMP is used for discovery and monitoring. Until the issue is fixed by Cisco, devices may be added individually, as necessary.
