This article provides brief information on why an NCM Job for downloading configs does not send a Config Change Notification email.

Cause

If both Config types are selected when downloading configs in the job with any option "Send config change notifications" this will not work.

Resolution

Create two separate jobs one for Running Config Type and another for Startup Config Type in order to get the "Send Config Change Notification email" from the Download Configs Job when the job runs.
