Cause

NCM has a built-in logic to check for common characters, such as '!' which is found at the beginning of a config file. If these characters are found, the config capture starts after these characters. This is done to prevent NCM from capturing any non-config command outputs, such as “building configuration,” and so on.

Resolution

As a workaround, perform the following:

  1. Go to Settings > All Settings > NCM Settings > Config Settings.
  2. Under the Config Transfer section , set the Config Min Length to 2.

Try to check the user level.
Putty to the device using the credential set in Connection Profile then check if it can download the config without the missing lines.
