This article describes the issue when Kiwi Syslog Web Access does not come up.

Kiwi Syslog Server

Cause

The UltiDev Web Server Pro service has not started, causing the Web Access to fail to come up.
The website is being accessed via an insecure HTTP port
IIS Service is not started in new version 9.8

Resolution

Check and make sure the UltiDev Web Server Pro service is started. UltiDev Web Server Pro enables the Web Access to show up and start.
Kiwi Syslog Web access 1.6.2 requires HTTPS to be accessible. Ensure that SSL is configured and the website is accessed via HTTPS.
The latest version of Kiwi Web Access v9.8 now uses IIS for its web services. Check if the IIS web services is running
