"License is expired or not available" causes High Availability Pool will not enable

HA will not enable and returns an error in HA Logs that says unable to check license

Overview

Unable to Enable the HA Pool and checking the HighAvailability.Service.log will show:

ERROR SolarWinds.Orion.HighAvailability.Utilities.LicenseInfoProvider - Can't check License.
SolarWinds.Orion.Core.Common.ModuleLicenseException: License is expired or not available

Cause

  1. Communcation failure to Active Main Poller due to mis-match windows updates
  2. HA not assigned correctly

Resolution

Solution for cause 1:
  • Check HA service logs Core Business Layer logs, and make sure Standby Server can communicate over SWIS to Active Member.
  • In one case, the issue was caused by pending/not-matching windows updates on Pool members breaking TLS communication.
  • To fix this, Disable HA > Install any pending updates on both pool members

Solution for Cause 2:
If communication is fine, 
1. Go to Settings > All Settings > License Manager
2. Look for the High Availability License
3. Verify License for the pool, Deactivate License
4. Activate License

Check if HA will now Enable
