Overview

Your environment has main poller with one / more of the below modules installed,

LA
SAM with node-based licenses
SCM
SRM
VMAN

then you are eligible to have free poller for the specific polling / log collection to scale up. However, when you deploy fresh Free poller legacy syslog and traps are not installed. A free poller does not require a Core License (Scalability engine or APE)

This is by design, as per official documentation LA feature comparison only OLV gets installed automatically if the main poller has LA or OLV in use instead.
