Exchange Online mailbox permissions list is empty in the ARM client

Exchange Online mailbox permissions may not be displayed correctly in the ARM client. After permissions are assigned or modified, the permissions list can appear empty even though the changes were successfully applied in Exchange Online.

Overview

When managing Exchange Online mailbox permissions in the ARM client, administrators may observe that the permissions list is blank. This can occur after adding or modifying permissions and navigating away from the mailbox view.

Although the ARM interface does not display any permissions, the task overview confirms that the operation completed successfully. Verification performed directly in Exchange Online shows that permissions such as Full Access, Send As, or Send on Behalf are applied as expected.

In some cases, previously existing permissions may also temporarily disappear from the ARM permissions view. Running a full Exchange Online scan restores the visibility of all permissions in the client; however, the issue may recur after subsequent permission changes.

Cause

This behavior is caused by a product defect in ARM that affects how Exchange Online mailbox permissions are processed and displayed in the client

Resolution

As of Dec 29, 2025, there is no fix or official workaround for this issue.
