Cause

HF 2 installed having the problem with the Core

SRM HF2 then Core 2017.1 HF3

Resolution

Go the Control panel > Programs and Feature > View installed updated > Scroll down and uninstall the SRM HF 2.
Re run the Configuration Wizard and the issue will be resolved

This issue will be fixed in SRM 6.5 release
