When upgrading from 2025.2 to 2025.4 on the APE server, getting the error message "Exception while installing /solarwinds/Observability/2025.4.0.2962/SubInstaller/psqlodbc_x86.msi"

Cause

When running the installer, it tries to create Logs to the correct Log folder, but the location of the Logs folder cannot be accessed. When trying to access the Logs folder, the following error displays.
"C:\ProgramData\SolarWinds\Logs is unavailable. If the location is on this PC, make sure the device or drive is connected or the disc is inserted., and then try again. If the location is on a network, make sure you're connected to the network or internet, and then try again. If the location still can't be found, it might have been moved or deleted."

Resolution

Delete the Logs folder (C:\ProgramData\Solarwinds\Logs) and re-run the Configuration Wizard.
