Cause

This error occurs when the .Net 3.5 Framework is not installed on the machine. Multiple tools in the Engineer's toolset require .NET Framework 3.5 to work.

Resolution

On Windows 10 or any Windows Desktop OS:

Control Panel\Programs\Programs and Features



For Windows Servers:

  1. In Server Manager, click Manager - Add Roles/Features > Select .Net Framework 3.5 (includes .Net 2.0 and 3.0).
  2. Proceed to install .Net Framework 3.5 and restart the machine.
  3. Disable UAC with the GUI Interface by navigating to Control Panel and type UAC into the search box. 
  4. Drag the slider down to the bottom, and run the installer as a Local Administrator.
