Cause

The error is due to security issues.

Resolution

Install Simple TCP/IP services.
Note: By default, Windows does not have this installed and you can install it from Add/Remove Windows Components.
Configure the switch/router to accept the traffic using the following command:
```
service tcp-small-servers
```
