Resolution

NCM will only work on Cisco devices that support the Cisco Config Copy Mib which requires Read/Write issue the SNMP Set.
Cannot download configs from devices via SNMP Read only.
When using SNMPV3 in Orion for the node, be sure to add the Cisco view to the devices SNMP V3 configuration
NCM will only use the SNMP Set for TFTP.
