Data Owners are unable to search for accounts in ARM Web client
The search function does not display all matching users and groups. Even when a user is shown, the Data Owner is unable to modify group memberships in the ARM Web client, despite having the appropriate permissions.

Overview
In the ARM configuration under User Management > Actions Web Client, the administrator assigns the data owner the following permissions: Add group membership and Remove group membership. The appropriate OUs are also assigned on the data owner's page.
The data owner can access the "Account" section in the web client. However, the search function does not return users or groups.

Cause
This has been identified as a known issue in ARM 2024.3 and above.
Resolution
A fix is planned for a future release of ARM. In the meantime, use the workaround below.
