Resolution

Login to the SolarWinds Platform Web Console as an administrator.
Go to All settings > SAM Settings > Manage application Monitors > Create new template.
Add Windows component set the settings as per below:

NOTE: Make sure that fetching method is set to RPC it will not work with WMI as there are no classes for "Operational" logs.
Trigger the failover and the component that you've created should be marked as down.
