Configuration wizard fails during the upgrade to 2022.3 or later

When you upgrade your SolarWinds Platform deployment to 2022.3 or later, the Configuration wizard fails with the message: "Web Request for /Orion/Login.aspx failed - The underlying connection was closed: An unexpected error occurred on a receive."

Overview

When you upgrade your SolarWinds Platform deployment to 2022.3 or later, the Configuration wizard fails with the message:
"Web Request for /Orion/Login.aspx failed -  The underlying connection was closed: An unexpected error occurred on a receive." 
  In log files, you will find the following error codes:
Faulting module name: PerfMon.dll, version: 8.0.13053.0, time stamp: 0x5a26dacc

Exception code: 0xc0000409

Faulting module path: C:\Program Files\Microsoft Monitoring Agent\Agent\APMDOTNETAgent\V8.0.13053.0\PerfMon.dll

Cause

A known issue with the Microsoft Monitoring Agent APM component. Resolution

To work around the issue, use one of the following options:
