Overview

Running the Configuration Wizard hits a failure similar below:

ERROR seen in the ConfigurationWizard.log (C:\ProgramData\SolarWinds\Logs\Orion):

ERROR TaskAdapter - Error running task APM.ConfigureWebsite SAM Website
System.Data.SqlClient.SqlException (0x80131904): Login failed for user 'hostname\user_admin_account'.

Confirmed via the command prompt that the logged-in user is a Local Administrator Account:

Cause

The issue is usually caused by Group Policies applied to the Domain Account or Local Administrator Account used to log on to the Orion Server.

Resolution

Execute the Orion Permission Checker to check key locations on the Orion Server and ensure all file system permissions are set correctly. This will also repair location permissions, providing proper access to the Orion Server. Follow the steps in the article, Check permissions using the Orion Permission Checker.
Rerun and complete the Configuration Wizard.
