During an install or upgrade, installing .NET may be blocked.

Resolution

To resolve the issue, re-run the SolarWinds Orion Installer.

You can also install the .NET manually before you re-run the SolarWinds Orion Installer:

Check the .NET version required by your Orion Platform (current | previous versions).
Download the required .NET version from Microsoft (© 2019 Microsoft, available at https://www.microsoft.com, obtained on February 16. 2019).
Install .NET manually.
Re-run the SolarWinds Orion Installer.
