Improve Hardware Health polling for Aruba devices

When you monitor Aruba devices, poll them through an additional polling engine, and upgrade to NPM 2019.4, NPM starts polling the device with the new Aruba Hardware Health poller. If the devices were assigned to an additional polling engine, the assignment of the new poller does not occur.

Aruba Models that support the new Hardware Health poller:

• 5412Rzl2
• 2930F
• 2930M
• 2540
• 3180M (Support will most likely be available by next year in some version of NPM)
