ARM installation fails
The ARM installation fails with error code 0x80070643.

Cause
Resolution
The most specific resolution is to analyze the setup logfile(s) for more information on the error. You can send the log file to the support team for analysis.
You can apply the following suggested solutions yourself:
- Execute the installation as an administrator.
- Due to a pending restart after installing windows update or other reasons, restart the machine before trying the installation.
- Open the installation executable from a local folder. Do not use a network folder.
- The setup file may be flagged as an untrusted copy from the Internet. If prompted, allow the installation.
- Call up the properties of the setup file.
- Under the General tab, Security: enable Unblock.
- Check if the Microsoft certificate issue hotfix is installed. See Configure Trusted Roots and Disallowed Certificates for additional information.

Alternatively, you can use the program
rootsupd.exefrom Microsoft to update all root certificates. -
The setup must also have a valid digital signature. Otherwise, the root certificates are out of order, or there is no Internet access to update.

If error code
1603is found in the installer log file, look for the valuereturn value 3. Next to the error code is a description of the actual error message. -
Clean PackageCache and Temp Folder.

Remove all occurrences that point to Protected Networks or ARM under
%ProgramData%\PackageCacheand%TEMP%.

FIPS compliance must be disabled for the installation to be successful.
Open the Local Security Policy console. Go to Security Settings > Local Policies > Security Options > System cryptography: Use FIPS compliant algorithms... > set to DISABLED.
This installation error can also occur sometimes when a .net framework core version is installed on the machine.
- The solution is to uninstall the .net framework core software, install/update ARM and install again after the .net framework core, if necessary.
As a further approach, especially for updates, check if two different versions of ARM installations are identified under Programs and Features.
If this is the case:
- Uninstall both versions.
- Restart the ARM server.
- Run the ARM setup.
- If ARM recommends an upgrade, even though it has been uninstalled beforehand and there is not an entry under Programs and Features, check the registry for:
