IPSLA Business Layer error: RtcpServer failed with exception

This article addresses the following error where the IPSLA Business Layer fails to start properly:

ERROR BusinessLayer.RtcpServer BusinessLayerStart Start - RtcpServer failed with exception:
System.Net.Sockets.SocketException (0x80004005): Only one usage of each socket address (protocol/network address/port) is normally permitted


VNQM 4.2.0 and later


The error can occur because of the following:

  • Another device or application is using port 5005 (RCTP uses this port)
  • Port 5005 was not cleared properly by the operating system


  1. Determine if the port is used:
    1. Open CMD prompt on the VNQM server.
    2. Run the following command
      netstat -ano | find ":5005"
    3. If the port is used, stop the process that is using the port.
  2. If the port is not in use, reboot the server to clear the port as it is most likely not cleared properly by the operating system.
