Cause

This is a known Microsoft issue.

Resolution

Microsoft has issued resolution instructions, as well as a HotFix, that can be found here: High CPU usage or a lengthy startup process occurs during WMI repository verification when a large WMI repository exists in Windows 7 or in Windows Server 2008 R2 (© 2016 Microsoft, available at https://support.microsoft.com, obtained on June 27, 2015.)
