This article provides information on why Mozilla Firefox updates are not being pushed after getting published and approved.

Patch Manager 2.1

You may continue to push an update and if this is not received by the machine and leaving you with a non-applicable message, you will need to check the applicability.

In Mozilla's case where the where the package prerequisites from the on the package states that it should not be deployed to a server,.. there for all servers deployed to will come back with the non-applicable message.

See Manage software package rulesets for more information.
