Opening the Orion Web Console after an upgrade returns the error Cannot read configuration file due to insufficient permissions

Overview

After an upgrade, an Internal Server Error is displayed when a user tries to access the Orion Web Console. 

  • Module: IIS Web Core
  • Error Code: 0x80070005
  • Error: Cannot read configuration file due to insufficient permissions. 
  • Config File: InetPub\SolarWinds\web.config

 

Rebuilding the Orion website and re-running the Configuration Wizard do not solve the issue.

Environment

  • Orion Platform, all versions, after an upgrade

Cause 

The identity that the SolarWinds website run under needs to have permission to access and read the web.config file.  

 

The group associated with built in accounts that run IIS worker processes do not have permissions to the Inetpub\Solarwinds folder, or the Web.Config file more specifically. This group is called IIS_IUSRS.

Resolution

  1. Go to inetpub\SolarWinds.  
  2. Right-click the folder and choose Properties.
  3. Click the Security tab.
  4. Click Edit.
  5. Click Add.

  6. For the Location, choose the local computer that the SolarWinds server is on. Do not choose the domain.
  7. In the "Enter the object names to select" box, type in IIS_IUSRS.

  8. Click "Check Names".
  9. Change the name to <local computer>\IIS_IUSRS.

  10. Click OK.
  11. On Windows, bring up cmd.exe (DOS Prompt) and use administrator privileges.
  12. Type in iisreset.
  13. Try and log in to the Orion Web Console.
