Issue:

As a matter of policy the National Guard in all states run HBSS/HIPS as ordered by the bureau in Washington, DC.

SolarWinds NTM will not install and run properly with these systems running; even if you get through installation, the host-based security blocks pooling.

Solution:

Turn off HBSS/HIPS.

Note: Request to be moved into an Active Directory group that doesn't use HBSS/HIPS.
