Overview

The following error occurs when running the Orion Configuration Wizard:

Can not restart Website - The process cannot access the file because it is being used by another process [Exception from HRESULT: 0x80070020]

Environment

NPM v10.3 and later

Resolution

Do the following steps to resolve the issue:

  1. Run the following command via the command prompt to find the PID of the process which is using TCP port 80 and/or 443:
    Note: The actual PID may vary depending on the case.
    netstat -aon | find ":80"
    netstat -aon | find ":443"
  2. You will see an output similar to the following:
    TCP 0.0.0.0:80 0.0.0.0:0 LISTENING 3604 
    TCP 0.0.0.0:443 0.0.0.0:0 LISTENING 3320
  3. Using Task Manager, you can easily find out which processes the above PID belongs to and take appropriate action.

Cause

There is another process using port 80 or port 443 on the computer that is running Internet Information Services (IIS). By default, IIS uses port 80 for TCP port and port 443 for Secure Sockets Layer (SSL).
