Web Console: Could not connect to 17777 No connection could be made because the target machine actively refused it

Overview

The following error is displayed in the Web Console:

Could not connect to 17777 No connection could be made because the target machine actively refused it

Environment

NPM 11.5.2

Cause 

The SolarWinds Orion certificate in the Personal CA store is not in the Trusted Root store, or permissions are incorrect.

Resolution

  1. Run the Orion Permissions Checker tool and add the mission permissions manually.
  2. Rerun the Orion Permissions Checker tool to verify that all permissions are correct. 
  3. Copy the Orion certificate out of the Personal CA store and pasted it in the Trusted Root store. See Move Certificates (© 2017 Microsoft, available at https://technet.microsoft.com/, obtained on July 17, 2017) for instructions to move a certificate within a local certificate store.
