New report schedule is not working

Issue:

All scheduled jobs that were imported automatically during the upgrade process are failing.

Cause:

When the ReportURL table does not have the prefix http:// in the URL, the scheduled jobs are likely to fail.
This causes the Core Business Layer to crash with the following message:

2014-09.15 12:33.53,339 [7] ERROR SolarWinds.BusinessLayerHost.PlugInstanceAppDomain - Plugin "Core Business Layer" failed to start.
System.UrlFormatException: Invalid URL: The URL scheme is not valid. 

Resolution:

1. Check the ReportURL table.
2. Check that the URLs have the prefix http://. Add the prefix as necessary.
3. Restart the Business Layer.
