Web Console not loading because CoreBusinessLayer failed to start

This article provides brief information and steps to resolve the following error in BusinessLayerHost.log or in C:\ProgramData\Solarwinds\Logs\Orion:


SolarWinds.BusinessLayerHost.PluginInstanceAppDomain - Starting plugin: "Core Business Layer"
2016-04-11 10:32:15,818 [8] ERROR SolarWinds.BusinessLayerHost.PluginInstanceAppDomain - Plugin "Core Business Layer" failed to start.
System.IO.FileNotFoundException: Could not load file or assembly 'SolarWinds.JobEngine.Contract2, Version=, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.
File name: 'SolarWinds.JobEngine.Contract2, Version=, Culture=neutral, PublicKeyToken=null'


Also check for this error (look for Attempt 1):

2016-04-07 08:52:03,094 [8] WARN  SolarWinds.Orion.Core.Common.ServiceHelper - Waiting for SWIS v2.0 start. Attempt 1, exception message: "Could not connect to net.tcp://stph-mgt-003:17777/SolarWinds/InformationService/Orion/certificate. The connection attempt lasted for a time span of 00:00:02.1528038. TCP error code 10061: No connection could be made because the target machine actively refused it "


If you do a Google search of  TCP error code 10061, it is related to a .NET framework issue.


NPM version 11.5.3 and earlier


Go to the Orion Core Application Server

1. Run the Fix It tool.

2. Open Command Prompt as Admin.

3. Enter iisreset.

4. Open Orion Service Manager, and then click Stop All Services.

5. Click Start.
