Stop alerts from stale data when NPM is rebooting after being down for a while.

Detail

When the SolarWinds server is booting, it automatically starts all services. If you go to the Service Manager, and stop the alerting service after it has started, you might be able to stop alerts. Wait for 10 minutes (or however long your statistics polling is) and then start the service.
