Installation error: The Windows Installer Service could not be accessed

Overview

This article addresses installation issues on Orion modules that display the following error:

The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

Environment

  • NPM 12
  • All Windows Server 64Bit OS

Resolution

Here is a complete set of steps that should allow you to repair the Windows Installer service on a 64-bit OS:

  1. Click > Start >  Run.
  2. Enter cmd and click OK.
  3. Run the following commands:
    1. %windir%\system32\msiexec.exe /unregister
    2. %windir%\syswow64\msiexec.exe /unregister
    3. %windir%\system32\msiexec.exe /regserver
    4. %windir%\syswow64\msiexec.exe /regserver
  4. Restart the computer.
  5. Retry installation

Note that this workaround is documented in this knowledge base article (© 2016 Microsoft, available at https://www.microsoft.com/, obtained on October 25, 2016.), but the extra steps that are needed on 64-bit operating systems can be easy to miss.
