IE (Internet Explorer) Enhanced Security Configuration blocks the timePicker control in the Custom Property Calendar. As a result, Calendar options may be grayed-out.

The issue can be resolved using the following methods:

1.    Add about:blank to the Trusted sites in your browser:

2.   Turn off IE Enhanced Security Configuration in Server Manger:

After completing the actions above you should have time/date options available within the Calendar when using various features, including the web console Message Center, SNMP traps, syslog, Events pages, editing the date/time on custom property values, un-manage dialog settings, and others.
