ERROR: Cannot download xxxxx config: Access is Denied or the file exists

Overview

The following error occurs when downloading configs in a job:

ERROR: Cannot download running config: the file exists
ERROR: Cannot download Running config : Access is denied 

 

Environment

All NCM versions

 

Cause 

The cause is due to permissions, UAC, Security Policy, GPO or Bit 9, preventing access to the C:\Windows\Temp.

Antivirus has a rule to deny double extension file type.

 

NT AUTHORITY\SYSTEM ran SOLARWINDS.BUSINESSLAYERHOST.EXE, which tried to access C:\WINDOWS\TEMP, violating the rule "Suspicious Double File Extension Execution", and was blocked. For information about how to respond to this event, see KB85494.

 

NT AUTHORITY\SYSTEM ran SOLARWINDS.COLLECTOR.SERVICE.EXE, which tried to access C:\WINDOWS\TEMP, violating the rule "Suspicious Double File Extension Execution", and was blocked. For information about how to respond to this event, see KB85494.

Resolution

  1. Place in Full Control for Network Services on the directory: C:\Windows\Temp.
  2. Put in exceptions for the Security Policy or GPO.
  3. Put in exceptions for Bit 9 to allow random name generated .bat files for the Collector Service mainly and other Orion services to the directory: C:\Windows\Temp.
