HP master switch error: Connection refused when downloading configuration

Overview

The master switch in an HP switch stack cannot download the configs from NCM, but the secondary switch can. The master switch is getting a connection refused error.

Cause 

Here is the template for 1.3.6.1.4.1.11.2.3.7.11 [HP J4865A ProCurve Switch 4108GL]:
