The inability to open Reports implies an issue with the Reports application installation.

Resolution - Uninstall and reinstall Reports:

  1. Uninstall the Reports application.
  2. Backup any existing custom reports to another location.
  3. Delete the residual files from both the Crystal Reports Runtime location and the Reports installation location.
  4. Reinstall Reports as described in Installing Reports.
