IPAM service fails to start

Overview

IPAM service fails to start and the jobs are not updating and scanning.

Environment

IPAM 4.x

Cause 

The following error related to network outage appears in the logs:

**** 2016-04-25 09:59:40,135 [7] ERROR SolarWinds.IPAM.BusinessLayer.IpamBusinessLayerPlugin (null) - IPAM service [IL02SLWEB1W01] failed to start. 
System.ServiceModel.FaultException`1[System.ServiceModel.ExceptionDetail]: Object reference not set to an instance of an object. (Fault Detail is equal to An ExceptionDetail, likely created by IncludeExceptionDetailInFaults=true, whose value is:
System.NullReferenceException: Object reference not set to an instance of an object.
   at SolarWinds.InformationService.ChangeBroker.Broker.GetSubscriptionId(String subscriptionUri)
   at SolarWinds.InformationService.ChangeBroker.Broker.Subscribe(String query, String subscriberEndpoint, String description, String[] tags)

   at System.ServiceModel.Dispatcher.SyncMethodInvoker.Invoke(Object instance, Object[] inputs, Object[]& outputs)

   at System.ServiceModel.Dispatcher.ImmutableDispatchRuntime.ProcessMessage5(MessageRpc& rpc)
customer had a network issue on 4/25 and restarting the Orion poller resulted in IPAM failing to start.

Resolution

Restart the Orion Services when the network is stable again.
